Consulting Services: Development of Bankable Project Proposals for Water Services Providers (WSP)
Description
Infrastructure projects financing at Water.org (WO) is providing Technical Assistance support to Co-operative Bank of Kenya (Co-op bank) to facilitate lending to public Water Services Providers (WSPs) in Kenya. WO will engage third-party consultants to assist pre-qualified WSPs to complete funding deals for infrastructure projects under the Co-op bank's loan facility programme.
Water.org is interested in hiring consulting firms “the Consultants” to assist Co-op bank, in reviewing and further developing bankable project proposals from pre-qualified WSPs under its loan facility programme. It is expected that a bankable project proposal will include the following documents,
• Technical proposal (i.e technical designs/drawings, BoQs and bidding documents),
• Financial proposal (budgets and cash flows),
• Environmental and Social Impact Assessment (ESIA) report i.e inclusive of an environment and Social Management Plan (ESMP), Resettlement Action Plan (RAP) if applicable, and a market demand assessment report.
The consultants are expected to have at least three experts who will review the three above mentioned documents submitted by the WSPs i.e a technical expert, financial expert and an ESIA expert. The review and feedback provided for the final bankable project proposal should be adequate for the WSPs to submit to Co-op bank and access commercial loans for the implementation of their projects.
